What is a Learning License?
A Learning License is a temporary, official permit that allows you to learn to drive a vehicle under supervision before applying for a permanent Driving License. It is issued by the Regional Transport Office (RTO) and is valid for 6 months.
You are legally allowed to drive with an LL only when:
- Accompanied by a licensed driver
- Driving a vehicle that displays “L” signs
- Following all prescribed learning regulations
Who Needs a Learning License?
You need a Learning License if:
- You are applying for a new Driving License (first-time driver)
- You are switching vehicle categories (e.g., from 2-wheeler to 4-wheeler)
- You are applying for a commercial or transport license
- You previously had a DL but let it expire for too long
Minimum Age Requirements:
- 16 years: Gearless two-wheeler (with guardian’s consent)
- 18 years: Private two-wheeler or four-wheeler
- 20 years: Commercial vehicle license
Step-by-Step Learning License Application Process
- Select License Type & Category – Choose the appropriate vehicle class (LMV, MCWG, transport, etc.)
- Fill Online Application (Form 2) – Apply through the official RTO portal or via our service
- Upload Required Documents – Identity, address, age proof, etc.
- Book a Slot for Learner’s Test – Choose a date and time for your online test
- Appear for Test – A basic theory test on road signs, traffic rules, and safety norms
- Receive Learning License – If you pass the test, LL is issued the same day or sent digitally
Documents Required for Learning License
- Proof of age (Birth Certificate, School Certificate, Passport)
- Proof of address (Aadhar, Utility Bill, Rent Agreement, Passport)
- Passport-size photographs
- Application Form (Form 2)
- Declaration of physical fitness (Form 1)
- Signature of guardian (if applicant is below 18)
- Aadhaar-linked mobile number (for OTP verification)
- Parent/guardian consent (for 16–18 age group)
Important Notes
- Failing the learner’s test requires a minimum 7-day wait before re-applying.
- You must carry your LL and display “L” signs when driving.
- The LL is mandatory before applying for a permanent Driving License.
- Driving without an LL or DL is punishable by law.
