What is NOC Cancellation?

Step-by-Step NOC Cancellation Process
- Collect and Review NOC Documents – Gather your original NOC, RC, and other documents.
- Obtain a Non-Utilization Certificate (NUC)
– Request this certificate from the RTO where the NOC was initially intended (i.e., the new state’s RTO). - Submit Application to Original RTO – File an application with the original RTO along with Form 21 and a request for NOC cancellation.
- Vehicle Reverification – The original RTO may inspect the vehicle to verify it hasn’t left the state.
- Approval and Status Update – The RTO revokes the NOC and updates your vehicle status to “active” in its system.

- Original NOC issued by the RTO
- RC (Registration Certificate)
- Valid Insurance & PUC Certificate
- Address proof
- Identity proof (Aadhar, PAN, Voter ID, etc.)
- Non-Utilization Certificate from the RTO where NOC was sent
- Request letter for NOC cancellation
- Passport-size photographs
